How Canada’s Provincial Nominee Programs (PNPs) Work?

Canadian Provincial Nominee Programs are exclusively designed to offer a pathway to Canada’s permanent residency for those individuals and families who are interested in moving to any specific province or territory in Canada.

Each Canadian province and territory, except Quebec operate its unique PNP with an aim to select immigrants who can meet specific provincial economic and demographic requirements and fill gaps in the labour market forces. In fact, with each passing year, the PNPs are becoming one among the fastest growing pathways for economic immigration to Canada for skilled and semi-skilled workers, business people, and students.

Understanding Provincial Nominee Programs

Under each PNP, provinces operate different PNP streams and invite eligible applicants to apply for provincial nomination upon meeting eligibility criteria. However, the final decision for Canadian permanent residence is at the discretion of the federal government, so Canada’s provinces are not authorized to approve PR applications on their own.

A successful candidate gets nominated by the province and becomes eligible to submit an application for permanent residence to the IRCC (Immigration, Refugee, Citizenship Canada) upon receiving an Invitation to Apply (ITA). This clearly means that obtaining a provincial nomination is a step taken towards permanent residency.

Canada PNP Application Options

The process via which you are going to apply solely depends on which PNP stream you’re choosing. You may apply using a paper-based process, or via an online process using Express Entry depending upon the stream you select.

Let’s find out more about the two application options.

PNP- Paper based process

Under this process, an applicant:

  • Apply to the province or territory for provincial nomination under a non-Express Entry PNP stream.
  • Must meet the eligibility criteria of that particular PNP that nominates him/her.
  • Must submit a paper application for permanent resident to the IRCC upon receiving a nomination.
  • Must pass a medical examination and get a police clearance certificate to prove his/her admissibility to Canada.

PNP- Online Express Entry process

To apply via an online Express Entry process, an applicant:

  • Must create a profile in the Express Entry system and show the provinces and territories he/she is interested in.
  • Must be eligible for one of the three economic immigration programs managed under Express Entry, including Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC).
  • Must meet the eligibility criteria of the province or territory
  • Must pass a medical examination and get a police clearance certificate to prove his/her admissibility to Canada.
  • May contact the province directly upon receiving a “notification of interest” from a province or territory.
  • Must apply for nomination to specific Express Entry aligned PNP stream.
  • Must accept the provincial nomination electronically upon being nominated by the province through his/her online account.

Express Entry Provincial Nominee Programs- A Popular Pathway

In 2015, the IRCC introduced Express Entry system for managing permanent residence applications from skilled foreign workers under key economic immigration programs. Since then, a lot of Canadian provinces and territories have developed Express Entry aligned PNP streams.

If you get nominated through an “enhanced” PNP, i.e., an Express Entry aligned PNP stream, you get 600 additional Comprehensive Ranking System (CRS) points. Such high scores virtually guarantees that you’ll obtain an invitation to apply (ITA) for Canada PR in the upcoming Express Entry draw.

However, choosing the right immigration program has been one of the key concerns for the immigration aspirants over the years.

Express Entry System Vs PNP (Provincial Nominee Program)

Express Entry System and PNP programs are the two of most common and popular immigration programs of Canada. Every year tens of thousands of aspirants apply in these two programs. Express entry is the Federal immigration program that accepts the applications for PR under skilled worker category.

On the other end, the Provincial Nominee Programs (PNPs) are the separate immigration programs of the various provinces across Canada, i.e. SINP, AINP, OINP, BCPNP, etc. The PNPs run in coordination with federal government and accept the applications for PR visa from skilled workers and other category of applicants. Let’s find out more about these two programs to find out which one suits you the best.

  • Express Entry System

The Express Entry system of commenced in January, 2015 and after one and half year, it’s the most popular immigration programs of Canada. Today, a huge number of applicants apply for PR visa in Canada through express entry system.

How to Apply?

Express entry follows a point based system. To apply in express entry, you first need to create profile and submit online EOI in the EE System. Your profile will get the point score based on the factors, language skills, work experience, age, etc. If you are selected based on your point score, you will get the ITA (invitation to apply) for PR visa from IRCC. • PNP (Provincial Nominee Program)

As already discussed, each province of Canada (except Quebec, as it has its own immigration program, i.e. QSWP) has its own provincial nominee program that runs in coordination with federal government.

How to apply?

Each of these programs has its own eligibility criteria. Most of these programs are point based like EE system. If an applicant applies and get selected in any of the PNPs, he/she become eligible to receive nomination certificate from that province, which in turn make him/her eligible to apply for Canadian PR visa. Which Immigration Program is better to get PR in Canada?

Well, both the programs are good and popular among the immigrants. However, when it comes to choosing one among the two, the decision becomes difficult for an aspirant. Express entry is the fastest immigration program that claims to process application within 6 months. Moreover, you can immigrate to any of the provinces in Canada, if you are selected in Express Entry System. However, these days the qualifying mark of the EE system are quite high and if your total points score (CRS score) is low in express entry, you need to wait for a long time to get an invitation to apply for visa.

On the other end if you apply in a PNP, you get many relaxations in the eligibility criteria including no job offer requirement in few of the provinces, which makes your selection relatively easy compared to express entry. However, if you are applying for PNP of a particular province, you are bound to stay and work in that province only, at least for initial years. Hence, it depends on your precedence and preference as to which program; you want to apply in order to get Permanent Residency in Canada.
