How Canada’s Provincial Nominee Programs (PNPs) Work?

Canadian Provincial Nominee Programs are exclusively designed to offer a pathway to Canada’s permanent residency for those individuals and families who are interested in moving to any specific province or territory in Canada.

Each Canadian province and territory, except Quebec operate its unique PNP with an aim to select immigrants who can meet specific provincial economic and demographic requirements and fill gaps in the labour market forces.In fact, with each passing year, the PNPs are becoming one among the fastest growing pathways for economic immigration to Canada for skilled and semi-skilled workers, business people, and students.

Understanding Provincial Nominee Programs

Under each PNP, provinces operate different PNP streams and invite eligible applicants to apply for provincial nomination upon meeting eligibility criteria. However, the final decision for Canadian permanent residence is at the discretion of the federal government, so Canada’s provinces are not authorized to approve PR applications on their own.

A successful candidate gets nominated by the province and becomes eligible to submit an application for permanent residence to the IRCC (Immigration, Refugee, Citizenship Canada) upon receiving an Invitation to Apply (ITA). Canada PNP Application Options

The process via which you are going to apply solely depends on which PNP stream you’re choosing. You may apply using a paper-based process, or via an online process using Express Entry depending upon the stream you select.

PNP- Paper based process

Under this process, an applicant:

  • Apply to the province or territory for provincial nomination under a non-Express Entry PNP stream.
  • Must meet the eligibility criteria of that particular PNP that nominates him/her.
  • Must submit a paper application for permanent resident to the IRCC upon receiving a nomination.
  • Must pass a medical examination and get a police clearance certificate to prove his/her admissibility to Canada.

PNP- Online Express Entry process

To apply via an online Express Entry process, an applicant:

  • Must create a profile in the Express Entry system and show the provinces and territories he/she is interested in.
  • Must be eligible for one of the three economic immigration programs managed under Express Entry, including Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC).
  • Must meet the eligibility criteria of the province or territory
  • Must pass a medical examination and get a police clearance certificate to prove his/her admissibility to Canada.
  • May contact the province directly upon receiving a “notification of interest” from a province or territory.
  • Must apply for nomination to specific Express Entry aligned PNP stream.
  • Must accept the provincial nomination electronically upon being nominated by the province through his/her online account.

Express Entry Provincial Nominee Programs- A Popular Pathway

In 2015, the IRCC introduced Express Entry system for managing permanent residence applications from skilled foreign workers under key economic immigration programs. Since then, a lot of Canadian provinces and territories have developed Express Entry aligned PNP streams.
