How Canada’s Provincial Nominee Programs (PNPs) Work?

by By Rajneesh Kumar

Posted on June 5, 2021

How Canada’s Provincial Nominee Programs (PNPs) Work?

Canadian Provincial Nominee Programs are exclusively designed to offer a pathway to Canada’s permanent residency for those individuals and families who are interested in moving to any specific province or territory in Canada.

Each Canadian province and territory, except Quebec operate its unique PNP with an aim to select immigrants who can meet specific provincial economic and demographic requirements and fill gaps in the labour market forces. In fact, with each passing year, the PNPs are becoming one among the fastest growing pathways for economic immigration to Canada for skilled and semi-skilled workers, business people, and students.

Understanding Provincial Nominee Programs

Under each PNP, provinces operate different PNP streams and invite eligible applicants to apply for provincial nomination upon meeting eligibility criteria. However, the final decision for Canadian permanent residence is at the discretion of the federal government, so Canada’s provinces are not authorized to approve PR applications on their own.

A successful candidate gets nominated by the province and becomes eligible to submit an application for permanent residence to the IRCC (Immigration, Refugee, Citizenship Canada) upon receiving an Invitation to Apply (ITA). This clearly means that obtaining a provincial nomination is a step taken towards permanent residency.

Canada PNP Application Options

The process via which you are going to apply solely depends on which PNP stream you’re choosing. You may apply using a paper-based process, or via an online process using Express Entry depending upon the stream you select.

Let’s find out more about the two application options.

PNP- Paper based process

Under this process, an applicant:

  • Apply to the province or territory for provincial nomination under a non-Express Entry PNP stream.
  • Must meet the eligibility criteria of that particular PNP that nominates him/her.
  • Must submit a paper application for permanent resident to the IRCC upon receiving a nomination.
  • Must pass a medical examination and get a police clearance certificate to prove his/her admissibility to Canada.

PNP- Online Express Entry process

To apply via an online Express Entry process, an applicant:

  • Must create a profile in the Express Entry system and show the provinces and territories he/she is interested in.
  • Must be eligible for one of the three economic immigration programs managed under Express Entry, including Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC).
  • Must meet the eligibility criteria of the province or territory
  • Must pass a medical examination and get a police clearance certificate to prove his/her admissibility to Canada.
  • May contact the province directly upon receiving a “notification of interest” from a province or territory.
  • Must apply for nomination to specific Express Entry aligned PNP stream.
  • Must accept the provincial nomination electronically upon being nominated by the province through his/her online account.

Express Entry Provincial Nominee Programs- A Popular Pathway

In 2015, the IRCC introduced Express Entry system for managing permanent residence applications from skilled foreign workers under key economic immigration programs. Since then, a lot of Canadian provinces and territories have developed Express Entry aligned PNP streams.

If you get nominated through an “enhanced” PNP, i.e., an Express Entry aligned PNP stream, you get 600 additional Comprehensive Ranking System (CRS) points. Such high scores virtually guarantees that you’ll obtain an invitation to apply (ITA) for Canada PR in the upcoming Express Entry draw.

If you are also interested in migrating to Canada as a provincial nominee, you too can discover the best Canadian immigration options by completing our free profile assessment form and one of our representatives will contact you to discuss your options for immigration to Canada.

Canada PNPs are in Pipeline! How to choose the best PNP to Apply Canada PR?

by By Rajneesh Kumar

Posted on May 3, 2018

Apply for Canada PR

We are in 2nd quarter of the year and Canada immigration process is in the hustle to register applicants and subsequently, select them for permanent residency. Although, Express Entry is largely popular among immigrants, however, this year, Provincial Nominee Programs (PNPs) are also among discussions.

The high CRS (Comprehensive Ranking System) score requirement from the IRCC (Immigration Refugees and Citizenship Canada) has forced the applicants to explore the alternate pathways to obtain the PR in Canada. Many Provincial Nominee Programs (PNPs) are already in pipeline in the next few months, hence, applying Canada PR through PNPs would be an ideal thing to do, especially for the one, not received the ITA (Invitation toApply) through Federal Express Entry System.

Upcoming PNP intakes in 2018

The provincial nominee programs are going to be the key pathways to secure permanent residency in Canada this year. There are several PNPs opening in next few months to accept the fresh application from the applicants, i.e.

  • Saskatchewan Immigrant Nominee Program (SINP)
  • Ontario Immigrant nominee Program (OINP)
  • Nova Scotia Nominee Program (NSNP)
  • Manitoba Provincial Nominee Program (MPNP), etc.

Most of the above PNPs have launched one or two intakes so far in the year. However, they can launch the latest application intake to accept the fresh application from candidates at any point of time in the year.

How to choose the right PNP to apply & obtain Canada PR

Well, you first need to assess your profile and accordingly decide, which PNP suits you the best. Most of Canadian Provincial Nominee Programs (PNPs) has their own Express Entry Streams, in which, you may have to apply. Hence, it is wise to register your profile on Express entry profile,

  • For instance, you are good to apply in Ontario Immigrant Nominee Program (OINP) if you have CRS score of 400 points. If you have an express entry profile, you may get NOI (Notification of Interest) from Ontario province to apply in its Provincial Nominee Program (PNP). So, if you have low CRS score, OINP is the right pathway for you.
  • Similarly, Occupation in Demand (OID) subcategory of popular Saskatchewan Immigrant Nominee Program (SINP) accepts the applicants with IELTS (International English Language Testing System) score as low as CLB 4. So, applicant with Low IELTS Score always has an opportunity with SINP.
  • The Express Entry Stream is another popular immigration stream that every PNP often has. It provides a key pathway to obtain provincial nomination and consequently, additional 600 CRS points in express entry system. The additional CRS points make certain that an applicant receives the Canada PR invitation from IRCC (Immigration Refugees and Citizenship Canada) in the subsequent draw of Federal Express Entry System.

How to Apply for Canadian Visa through a Provincial Nominee Program (PNP)?

by By Rajneesh Kumar

Posted on January 4, 2017

Provincial Nominee Program

When it comes to Canada immigration, most of the applicants think of the federal express entry system.

Even though, other pathways are also there that offer the permanent residency in Canada to the skilled workers. Applying in a Provincial Nominee Program (PNP) is one of such crucial pathways to move to and get PR in Canada.

What is a Provincial Nominee Program (PNP)?

A provincial nominee program of any Canadian province is an immigration program that operates in coordination with the federal government.

Every Canadian Province in Canada, i.e. Saskatchewan, Manitoba, British Columbia, Alberta, Nova Scotia, Prince Edward Island, etc. has a Provincial Nominee Program (PNP) through which it selects skilled and talented individuals to offer permanent residency in the province. Though, the Quebec province in Canada doesn’t have a PNP; rather, it has its separate immigration program called Quebec Skilled Worker Program (QSWP).

How PNP works?

The candidates interested in moving to any particular province, apply in its Provincial Nominee Program (PNP). Most of the PNPs have a point based system of immigration, which allocates the points to the candidates based on their age, education, language skills, work experience, etc. factors. The candidates, who are able to achieve the qualifying marks decided by the PNP, become eligible to receive the nomination certificate from the province. The provincial nomination certificate in turn makes the candidate eligible to apply to IRCC for permanent residency in Canada.

Key Streams of Provincial Nominee Programs

Here are the key streams of Provincial Nominee Programs under which an applicant can apply for immigration:

  • Express Entry stream

This stream operates in coordination with the federal express entry system of Canada. Under EE stream, candidates need to register in the express entry system and then get selected in the express entry pool of candidates. The provinces enrolled in express have the access to express entry pool. The provinces can view the candidates in the EE Pool and subsequently send the notification to the selected candidates to apply in their respective PNPs. If a candidate is able to get the provincial nomination, he/she gets the 600 additional CRS points in express entry, which usually ensures the ITA (invitation to apply) of that candidate for PR Visa from IRCC.

  • Skilled Worker (Professional)

This stream has been designed for the foreign skilled workers. The candidates interested in this stream need to apply in the PNP and follow the PNP process to get selected for nomination certificate.

Both Express entry Stream and Skilled Worker stream are common in all the Provincial Nominee Programs. However, other streams are also active in most of the PNPs but not with all of them.

Other key streams of Provincial Nominee Programs are:

  • International Graduates
  • Business Immigration
  • Family
  • Semi-Skilled Worker
